Ah, that would be it. I may have re-loaded after talking to Lothar the first time, because it seemed like I spilled the beans. And I didn't want Lothar... going after... the goats. I see the problem, now, thank you!

No matter what I do, the disk never goes anywhere, it stays stuck in its starting position. Can I fix this or do I have to move on from this event losing?

Might be a good idea to make it necessary to complete before Lothar sends you to the goat tribe, and maybe direct the player to the event needed for Rolling Stone to make things smoother.

If you have to make potions for haskell, try looking at the crafting station in rahim's house! (Yes his sewing machine can craft you potions)

You might need to talk to everyone (all 5 from lusterfield) about the goat tribe!

You can get them as a reward after the Rolling Stone Quest

You're right, the quest requires you talking to lothar in the tavern, Lothar should let you know about it at that point so you'd know what to do.
I plan to update the older dialogues and content in the next next update so I'll definitely check that~

Hmm~ I believe you should be able to go there when you finished the patrol quest, the arrow from summery farmland should be unlocked forever :3
